You greatly improve the chance of 100% comparison when you provide a netlist
file that can be used for CAM (comparison between original and edited data)
and during electrical testing (used as part of the test, comparison)

As for being "identical"...well that depends...if you are talking identical
trace widths, spacing, pad sizes, stack-up...no, it may not be "identical"
but it should match net for net, hole and pad locations, fiducials, etc.

If the designer generated a netlist and provided it to the manufacturer, and
the manufacturer used it correctly then you will get what you design.
