An engineer I used to work with said that when food products (like dry
cereal) are packaged, they typically fill the bag with dry nitrogen before
sealing the bag to extend shelf life.  The removal of oxygen and water vapor
greatly reduces oxidation, thus preserving freshness.  It seems to me that
this would work with PCB's, too, and would prevent the warpage problems that
might be caused by having a dessicant pouch in the vacuum sealed bag.

The specifications require board are to be stored to preclude damage.
We store boards in 20C/40RHMAX in the packages intended to be shipped
with, which generally is VAC packed.  We have success with all finishes
beyond 1 year and HASL is 3 years.
