We prefer to have the desiccant and HIC in a sealed package.  It doesn't
have to be vacuum sealed, just seam sealed.  But, we also have rigid trays
the product is shipped in, usually the familiar JEDEC tray.  Maybe that
provides the support to prevent warping.

I am strongly against packing PCB's with desiccant.  Consistently, when
boards are shipped and there is desiccant vacuum sealed with the boards,
the boards are warped upon opening the package.

It will depend to a certain degree as to the finish on the board.

Packaging w & w/o desiccant and/or HIC cards always seems to draw out
strong opinions for and against.

I'd be interested in responses from the forum also.
