The designations FR4, FR5 & CEM 3 are from NEMA (National Electrical
Manufacturers Association) Spec LI 1

FR = Flame Retardant 4 = Woven Epoxy Glass
FR5 is similar to FR4 except that it has a high retention of flexural
strength at elevated temperatures. FR5 laminates usually have a high Tg
but I don't think that all high Tg laminates meet the requirements of FR5.

CEM = Composite electric(tronic?)Material.
CEM3 has a non-woven glass core, with woven glass each side. Epoxy resin
binder, flame retardant.
