FR4 is standard epoxy, where FR5 is modified for Hot-Strength-Retention
and is more suited for higher operating temperatures.  It was developed
due to the issues/costs with processing BT and Polyimide years ago.
Avionics used it quite a bit and it was a plug in for MIL shops as your
qual for FR4 extended to FR5 and it processed very similar.  With all
the advancements in materials over the past 20 years it has been reduced
in use - mainly we see it only on older drawings that cannot be updated
because no $$$ exists in the contract to implement updates.
