Rudy,

If I may, SIR stands for Surface Insulation Resistance.  The equipment that
is being referred to is used to measure current, voltage and resistance.  I
believe you are referring to Omegameters and Ionographs used for ROSE or
modified ROSE testing. Those devices measure in NaCl equivalents.  I hope
this helps to clarify.
