Steve,

We have seen this problem before.  Same company, 2 diff assy.  locations.
One location specified Dynachem Dry-film to be used on brds  supplied to that
facility.

That facility closed down, parts that were left unassembled were transfered
to other facility.  Mask started to peel-off.

Solution was, not to throw away the expensive brds....coat it with LPI
soldermask (that was compatible) and use them.  It worked.
