No disagreements with what you say, BUT, I am dealing with our SAP
"system".  Unless I can put a number in THIS box and a number in THAT box,
no shipment.  Reason and judgment don't enter into the picture.  The last
time I tried to go through the procedure, I just listed it as water.  I was
told to go determine the country of origin.  That was fun.  With our
weather patterns in Iowa, the jet stream comes down from Canada and the
moisture comes up from the Gulf of Mexico, so I suppose the rain that falls
in Iowa is a NAFTA sort of thing.  So, I suppose it is all imported water.
Then they figured they would ship it as Perrier.  Then the questions arise
as why would the US be shipping French Perrier to the UK?  There are
thousands of rules that tell me what I can't do, but none that tell me what
I can do.

As to doing things until your hands get slapped, I am told that taking my
stuff out to the local post office and mailing it myself MAY be a firing
offense.  Damned if I do, damned if I don't.

Only 7:20 am and I'm ready for a beer.

Having gone through this exercise recently with one of our products....

Important to remember that not everything has an ECCN number, and even on
those items that do have an ECCN number, the purpose is to determine if you
export is in anyway restricted..... on many items with ECCN numbers, you
merely need a license, and then only for large quantities.   For items
under 5 gallons, chances that you need an export license are minimal, and
for an item as common as an IPA water solution, the probability is near
zero.

In a smaller company, you normally assume you are okay doing what you want
to do, until your hands are slapped... you may not have that degrees of
freedom.
