Uhh, Mr. Hughes, consider that the question may have been asked more tongue-in-cheek, than with serious intent.   The question of what RoHS really means goes far beyond the rules it establishes, and its APPARENT intent....oh that life were that simple.

hazardous materials, including lead, mercury, hexavalent chromium,

I met the head of the British RoHS/WEEE agency at last year's AeA
presentation at Motorola. He told me that the correct pronunciation was
"Ross". Just like the first portion of "Rossi".
