Based on what I know, it does seem reasonable that your customers should
ask you for a compliance certificate as well as the ppm (composition) of
each of the restricted materials.
They will have to keep it for proof that they are in compliance. As we say
in the US (kind of) dung or feces rolls down hill too too easily to all
even the lowest in the food chain. You probably have another term for this
effect in HK.
