Agreed, my understanding is that possession of lead is not (yet) an offence
- just selling it.

In European directives, the "whereas"s are background statements, explaining
why a particular directive is proposed. They are not, therefore the specific
legal requirements of the directive, which start at Artticle 1. I cannot
immediately see any subsequent mention of Pb is processes, so, in my view,
the use of SnPb as an etch resist is not forbidden.
