"Termination finish" definitely counts.   Especially since it is a
visible item, subject to inspection/verification.
If a P/N is covered by SCD, then SCD must be revised to include
lead-free criteria since it obviously was not initially included.  (Revs
often are now being issued based upon documenting the
higher-temperatures needed for lead-free processing, which prompts other
component changes.)
Since you may want to maintain the same relationship-of-supply with your
customer, it may be beneficial to voluntarily submit "comments" to their
specific SCD and provide new P/N to be inserted as part of the rev.
Having your inputs included (even attached as submitted) to your
customer's ECN/DCN helps to present your position to all concerned.
Documentation rev-trails are extremely critical and, esp. for hi-rel,
must be properly processed.

Yes I did respond in that older thread.  What I am basically asking for
is
more industry documentation to back up arguments for changing PN's.  By
'industry standard'  I guess I meant more so 'industry trend'.  The
latest I
hear is 72% of semi suppliers and 49% of electromechanical are changing
PN's.  So I feel the direction is to go with changing, although an
argument
could be made for leaving electromechanical alone.
Our PN's for electromech contain approvals for a mix of Pb and Pbfree
parts.
I feel we need to either change our PN's and include only the Pbfree for
these, or remove the Pb parts from the existingPN's.  But some of these
PN's
are on a controlled AVL, which makes that more difficult to remove
previously approved parts.  That's why I want to change PN's.  Many of
the
approved parts, when they were approved, contained Pb, now they don't.
Does termination finish changes count under "form/fit/function", when
mfr's
insist they are fully backwards compatible?

Back awhile ago we had a long tread on this subject (Feb 2005). You
might
have even been involved. Read that information.

BTW, Originally a long while ago, I was also against new P/N's because
of
the R&D and the design records issues. At that time I was happy only
with
an E/C (Engineering Level Change)

My only quick idea is to USE your Distributors or Service companies as
your
hammer. I.E. Someone outside of your company that will remove you from
the
argument. Distribution places are going to have to handle the logistics,
stocking, repair etc issues.

Components that are already fully RoHS compliant do not need a new part
number.
