Article 10.3 just happens to use the "put on the market" phrase. In this
case it indicates the application of the wheelie bin symbol applies to
products "put on the market" after the deadline to identify and
differentiate "future" and "historic" WEEE for data collection purposes.
Actually now it needs to be the underlined wheelie bin, you can put the
symbol without the underline on before the deadline if you wish. You
won't find a clear explanation of this term in either the RoHS or the
WEEE Directive texts.

As the FAQ goes on to suggest,  the formal definitions of "put/placed on
the market" and "put/placed into service", "producer", "making
available" all come from the EC's publication: "Guide to the
implementation of directives based on the New Approach and the Global
Approach" (known as "The Blue Book" - because its easier to remember)

Section 2.3 is the relevant part from which the text in FAQ 2.1 comes,
and you can choose to download just this section if you don't want the

So I've been flicking through this European FAQ. On page 13 where they
try to explain about "put on the market" they refer to it as being in
Article 10(3) in the WEEE Directive.

Now I may be going daft, and I'll admit that it is a Friday afternoon,
but I can't for the life of me see it in Article 10(3). I've only found
mention of it in Articles 8 and 9.

Is it me? Have I missed the point? Hardly puts faith in the whole thing
when the official responses from the EU can't get it right now does it?!
