The first point that should be made is that ALL fluxes used in
electronics assembly are organic, from the mildest pure water-white
rosin, via all the "no-clean" varieties to the most active water-soluble
flux. The only inorganic fluxes for soft soldering commonly used for
non-electronics purposes are the zinc chloride/ammonium
chloride/hydrochloric acid mixtures plus a few speciality fluxes for
specific purposes on "difficult" metals.
This makes your question rather vague, especially as you mentioned
"cleaned" without specifying which method you use. If, for example, you
use just water, then any flux that is not water-soluble would obviously
be unsuitable (and, possibly, some that are!).
If the board has been successfully cleaned, then RMA or any other flux
type may be used for repair, as you are not mixing residues. You will
have to decide whether it needs to be cleaned or not. In most cases,
especially with hand soldering, it would be safe not to clean after RMA,
but the results may look unsightly.
