I would say that the energy contained in 0.16 A.s would cause no damage
to a PCB: may be bad for semiconductors, though! We used to soak-test 3
close-spaced rows of PTHs, interconnected by 0.3 mm tracks, of diameters
down to 0.4 mm drill size, with 6 A for 30 minutes to ensure integrity
and rarely got a failure. However, these test coupons did get warm (I
would guess 50 - 60°C from memory). In your case, there was not enough
time for the conductor to heat up sufficiently to cause damage, even on
HD structures.
