Hi  Ryan,

First - What does AQL stand for?

To your problem....You didn't mention whether this is a single/double
sided
board - or multilayer. This is kind of important.  I would find it hard to
believe that the fabricator would actually put a panel back on the drill-
If
anything they might redrill some holes because of a broken drill bit.
Sometimes when a shop finds a broken bit they will back up a couple holes
and redrill those holes plus the hole with the broken bit.

Ask the board shop what happened to the panel. It's (in my opionion) your
right to know.  Ask to see the traveler to see if there was any rework...
