FR4 combusts very well with little dwell to an open flame. The vertical
burn testing is done at fixed distances and allow for a combustion to a
certain height vs time. Epoxy is flammable and only has brominated
flame retardants not inhibitors.
FR4 does begin to "cook" at temps over 320 C and you will see darkening
of the resin system as the Td is approached.

One of my customers has asked the following:
"would you know the temperature at which FR4 material will begin to
burn?"
They're not looking for continuous operation temp, they want to know how
hot must the heat source be for the epoxy resin system to start burning.
