The National Electrical Code (NEC) is the US basic electrical safety standard. UL further defines the NEC requirements in the form of test standards. These are developed working with industry and the public.
For example the NEC states when and how RHW is to be used in wiring. The UL standard 44 gives the detail requirements such as flame test and aging tests etc.

There must be dozens, one or two for each country.
One very well known is Underwriters Lab: www.ul.com 
Germany has Deutsches Institut fur Normung (DIN): there are lots of them
UK got Bureau of British Standards: there are lots
you have these : ANSI, CENELEC, CEE, IEC, EIA, and lots lots more.
Not to speak about the MIL, NASA etc standards
hope you will find your way in the jungle.
 
I would start with Underwriters Lab, which is much used cross the globe.
