Honestly, in Europe, I don't see that many of IPC-356 as you are stating,
good for you.
It is true IPC is not yet into the "roots" of Designers.. there is the
language barrier for many .. The largest European market being Germany..
then you add Italy, France, Greece, Turkey, Hungary, Spain, Portugal,
Switzerland, Belgium, Luxemburg, Austria, Poland, etc...
Before the IPC-356 there was this simple yet efficient way of checking by
counting the nets length from design compare to tester, i.e.:
Length 1 : 221
Length 2 : 111
Length 3 : ...
And so on, that would need to match the tester's net count.. That was at the
beginning of Mania testers .. before we were using the CAD to CAM and on to
-> IPC-356
Two paper printed lists had to match...

We use Cadence Allegro, "IPC-356" can be extracted during output.
On the fab drawing we have a note:
#12. Perform Electrical netlist testing on all PWBS per IPC-D-356 netlist
provided. If netlist provided does not match artwork during fabrication
front
end job setup, stop job, and call Catapult.
We do up to 30 layer, low volume. I would hate to build anything that didn't
match. All I got to say is "Time and money"
