I have seen a situation where a customer spec'd the cap value, voltage and
height dimensions. The vendor took the innards of a physically much smaller
capacitor and put it in the a larger can in order to meet the height
dimensions spec'd by the customer, who ended up with a large, but half
filled can.
In this case the vendor obviously forgot to put the other two caps in this
can. (Could not read the voltage on the outer can.)
