Daan and all, several issues and thanks for this opportunity to clarify.
Unless specifically noted, the following is applicable both to Certified
IPC Trainers (CIT) and Certified IPC Application Specialists (CIS) which
includes operators, inspectors, etc.

1. Skills measurement (written tests and workmanship projects that are
part of some programs) provide the final determination that an
individual has an understanding of the criteria in the standard.
Obviously, individuals that regularly use a document will have a better
understanding of what is in a document and may be able to find a
specific criterion faster.

2. Because every minute away from production has a cost impact,
management has to consider the knowledge and skills that an individual
demonstrates on a daily basis. Those individuals that repeatedly
demonstrate they know or and quickly find and understand requirements
may well have sufficient base knowledge to forego classroom training and
just challenge the skills measurement tests. Successful completion gains
certification. Failing the tests invokes a "wait limit" so the
individuals can study the criteria but the time spent challenging was
wasted.

3. I've seen individuals that have never taken the course of instruction
but that have such an intimate knowledge of the criteria that they can
score nearly perfect scores on the exams. Unfortunately, I've also seen
individuals that can't pass the abbreviated recert courses, whether out
of cert of nor, and need to retake the complete course.

4. The Policies and Procedures Document deliberately does not state that
individuals with expired certifications are required to repeat the
initial certification course. It isn't appropriate to penalize achievers
and add cost of retraining when not needed. Separately, recertification
courses provide summarized review of the requirements and can provide
the refresher training needed by the marginal worker.

5. No matter how certification is achieved, it is important to remember
that the instructor signing the certification is telling the individual,
the individual's employer, and because of portability of the
certification, perhaps a future employer, that the instructor is
confident the individual knows and has the ability to apply the criteria
from the standard.

6. IPC is reviewing administration of all our programs and is adamant
that we will maintain program integrity through audits and if necessary,
removal of certification authority from non-complying instructors.

Subject: [TN] Recertification of IPC-A-610 Worker Proficiency

Hi all,

I learned from our local IPC representative that a few of our workers
have a  IPC-A-610 Worker Proficiency certificate that is expired.
Because of that they are not allowed to attend to the
recertification-training but instead they must do the more
time-consuming and more expensive starter-course.

I think this is totally crazy (I mean those people work with the
IPC-A-610 every day), and I'd like to know if this is official IPC
policy or something that I should discuss with our local IPC training
institute.
