kidding on the side.  use foot strap only are not very effective based on
past experiences (not sure currently people are more conductive or not).
someone do not want to put feet down on the floor (sitting like bird on the
tree).  someone may want to lift their legs rest  on the esd table support.
Also see few high chairs without feet contact to the floor...(may need
extension cord like spring loaded shoes ;-).

We've found that naked operators sitting on metal stools works pretty good.
We keep about 1" of water on the floor just to make sure that the stools
make good contact ;-) We have found that the high voltage test people aren't
real crazy about this arrangement!

Actually, I've never heard of seats being grounded as a requirement. Work
stations that are properly grounded and operators that are properly
connected with a wrist strap should be the basic requirement. Other
situations may require other preventative measures like air ionizers but on
an as required basis.
