sorry, but silicone would be the worst choice if condensible outgassing were a concern. you should pass this one by a conformal coating vendor who could recommend an non-condensible outgassing conformal coating.

I've been asked what to use as a conformal coating for a high voltage
circuit (<4kV).
Also we want low out gassing because of some sensitive optical
components.
I'm thinking a silicone would be ok. Any advice would be welcome.
