Hi Chad: Delrin is an acetal polymer from DuPont. It does not wet very well
and usually requires a surface treatment or primer.
 If you're going with Loctite I would recommend their Prism 401 used in
conjunction with the 770 primer. Also due to the surface structure of the
Delrin it has a slow cure speed even for cyanoacrylates. You may need to
increase your fixturing time.

If this doesn't work I would recommend a two part epoxy and mechanical
surface roughening of both surfaces; as others have also stated.
