Could it be because no one in wants to pay a living wage in Southern
California anymore?

You can only surf so long, and if you get robbed at the beach, well then
you may not have enough cash left to pay your $2000/mo rent (because you
will never be able to buy a house there).
 
You need to find someone who already lives there and bought a house
before the bubble started.
