Firstly Switzerland is not an EU member and is therefore not affected.
It has had more stringent rules than WEEE in place for some time, anyway.

Secondly, this is WEEE and NOT RoHS, so it does not affect lead or other
materials; nothing has changed. Nor does it affect the general
inplementation of the directive, only the setting up of a system whereby
manufacturers take back used junk and how its recycling will be paid
for, in only one EU country. As many of the other EU countries have
already transposed WEEE into law with the correct entry-into-force
dates, it gives no respite for equipment generally in the EU. So don't
get all het up that it ain't going to happen - it already has.
