Even though wrong on word usage it still seems like the GB (UK)
rules do not agree with the "exceptional cases" in the Directives.

P.S. Now for Fun
You know, I have never used that word "practicable" in the US
in my life, although I might have heard it once or twice.

According to one of my dictionaries it comes from the conquest or
the interaction with the Normans from France. "pratiquer"
The madman and the creation of the Oxford Dictionary is a neat book
on how a sole crazy US person, a tad too religious, was a leader
in this language work that codified England English.
