I do not have this 28601 EU standard in my possession.
I am hoping that someone else on this list does have it
to confirm, correct, or add to my note and help with
your good question.

Well I found EN 28601 on a few sites BSI, AFNOR.
Since I don't have this document what does it specify for an
ISO i.e EU approved date for say today March 28, 2005.
Some guesses if one sticks with numbers and symbols.
