It is in article 11. The theory is, as I understand it, , article 10
tells consumers not to throw it in the bin.
Article 11 says there must be an indicator of who made it and when it
was placed on the market so the Gov't knows who is paying for it to get
recycled.
Article 11 calls out for a standardized way to tell this date, thus
comes EN 50419 whose purpose is actually to describe and define the
little bar that goes underneath the wheelie bin, not the wheelie bin
itself. However, from the minimum size requirements of the little bar,
you can extrapolate the size and dimensions of the wheelie bin.

2. Member States shall ensure that any producer of an electrical or
electronic appliance put on the market after 13 August 2005 is clearly
identifiable by a mark on the appliance. Furthermore, in order to enable
the date upon which the appliance was put on the market to be determined
unequivocally, a mark on the appliance shall specify that the latter was
put on the market after 13 August 2005 The Commission shall promote the
preparation of European standards for this purpose.

product marking against the
WEEE Directive consists of the wheelie bin symbol (Article 10 and Annex
IV) and a date. I have
researched this directive and cannot find a reference for this date or
its requirements. Where in
the directive does this dating requirement exist? Or, does it exist in
some national legislation(s)?

The ideal thinking is that in products of the future, modular design
will allow reuse of some components. I believe there are local authority
run schemes in Germany already refurbing domestic appliances etc. where
items like pumps and motors can readily be re-used.
I guess the clause was put in as a catch all, and in the draft UK regs
it says in 33(2)
........shall identify as far as it is needed by reuse centres,
treatment and recycling centres.
One idea is take your product to a recycler and see what they would do
with it.

yet why did they word the WEEE Directive in this manner.
Here in the US I can't imagine that a recycler would use any of the
documentation. Major parts, a few legislated, and major obvious
categories
(paperboard, clear glass, green glass, steel cans, brass, etc) where
they
can make more money via separating is the way that I have seen these
yards
work.
It seems like the EU's governing body had other intentions for the
various "reuse centres, treatment and recycling facilities" when they
wrote
WEEE Article:11 $1.

<I wouldn't go to great lengths on deconstruct docs as in most cases the
item will be shredded and any recycler worth their salt is not going to
need the info nor will have time to contact every mfr for the info.

The main items to document are the ones which will need to be removed
prior to shredding such as batteries and large 25x25 alu elec caps.>
