Thank you for your response on checking ODB++ vs IPC-D-356.
I am not sure of your terminology.

Does this mean that the IPC-D-356 netlist represents the intent
of the electrical schematic, and the ODB++ netlist represents
the physical results of the CAD system output?

I understand that plotted artwork can often differ from the
theoretically exact CAD system data due to aperture choices,
fill algorithms etc. But does ODB++ not contain the same
schematic netlist information used to design the board?

Is ODB++ inadequate?
