I've never received a complaint about the finish, but you have identified what's occurring.  Laminates often reflect the texture of the glass weave.  This is especially true for .059/.062 laminates which contain 7628 glass.  More weave pattern will be apparent as the copper thickness decreases.  Boards with plated thru holes don't have the weave texture because of the leveling components in the electrolytic copper.  Thin laminates intended for multilayer applications often use finer glass styles.  To paraphrase Earl Moon: build the boards with the high resin prepregs next to the copper to minimize the glass pattern.  Actually he would have phrased it more concisely and a bit saltier.  (The last doesn't really apply to the question - just had to mention the Moonman)

Any other board manufacturers ever run into situation where the customer
questions/complains about the smoothness of the copper on double sided .062 H/H?
When viewed under slight magnification it has the look of "cross hatching." I
assume it's taking the form of the underlying glass?
Our final product to them is a very simple print and etch so that appearance
isn't covered with any type of additive plating.
