Hi Chad,
A "dumb" question is one you already asked and got an answer for, which, I
presume, does not apply in this case.
Yes, the calculation is very easy: 10 psi or 10 pounds per square inch means
exactly what it says, 10lbs for each square inch, which in this case adds up
to 40 lbs total.
The only "tricky" part is how you apply that 40 lbs. You can apply it in one
point only, which may possibly result in bending the heatsink down at that
point and getting a very uneven pressure distribution between the heatsink
and the underlying support, or you can apply the pressure through a
non-bending device equal in size to the heatsink and get an even
distribution.
Or the heatsink is so stiff it does not matter.

Technetters,

I have a customer that wants 10psi applied to a roughly 2 inches squared
heatsink.  Does 40 lbs. of preassure sound right?  Seems to easy of a
calculation.
