Thanks.
Brian Ellis reports that the new Commissioner is Stavros Dimas and that the URL is
http://europa.eu.int/comm/environment/index_en.htm.
He will not have the ego stake in RoHS, as now constituted, that Ms. Wallstrom might have
had.
So the change provides an opportunity to all--- help inform Mr. Dimas about the flaws of
lead free solder to the environment and to equipment reliability.

Science News, January 15, 2005, attributes the following to you or your
namesake, re environmental lead sources:

312,000 pounds in all cell phones 2005
350 million  pounds of lead released in 2002 by the coal and metal
mining industries 8.8 million pounds released by power generating 6,000
million remaining in U.S. houses

If you are the cited John Coleman, may we have your sources, and are the
stats global?

My interest is motivated by my horror as a citizen of the earth at the
irrationality exhibited by the European Environmental Commission's
Restriction of Hazardous Substances.  It would ban lead in electronic
solder that uses less than 0.5% of total lead consumption. In place of
tin-lead solder it would force use of tin-copper-silver alloys that
require 30 degrees C higher melting temperatures, increasing power
consumption and silver mining.  Increased copper in rivers and lakes
will kill marine life.  Increased silver will kill micro-organisms at
the bottom of the food chain.

A paradoxical result will probably be release of more lead into the
environment. due to increased mining and power generation  The European
Environmental Commission forced this measure on an unsuspecting world
very hastily, without any investigation or risk analysis   It is proving
to be a major multi-billion dollar diversion of money and resources from
efforts with real environmental merit.
On top of everything, shortened product life due to decreased
reliability of electronic products will increase the electronic waste
load.

The deadline for lead-free solder implementation is mid 2006.

I am trying to make this letter do quadruple duty by copying the
following
a) Business Week, which in a recent issue distorted the impact of
electronic lead on the environment by citing 40% as its contribution to
waste, without differentiating among storage batteries and CRTs vs.
electronic solder
b) Andy Reinhardt, their reporter who missed the real story of RoHS, in
the same issue
c) Science News, which  mis-labeled their reprint of your letter,
suggesting that cell phones are the issue, rather than the miniscule
amount of lead in them, as in all electronic circuit boards
d) Ms. Wallstrom, who heads up the Environmental Commission

and a few other interested parties.
