I thought Halogen Free just like Lead free(.1%) also has maximum content percentages such as:

        900 PPM maximum Chlorine
        900 PPM maximum Bromine
        1500 PPM maximum total Halogens

So you're Halogen Free if you are at these limits? Kindly clear me with this.

Ken & Bev,

Everything I have read is that the fire retardant used
in PCBs is TBBPA (tetrabromobisphenol-A), which is NOT
banned under RoHS.  In fact, I think there was a post
on this list just recently that the EU had completed
their risk analysis of TBBPA and had concluded it was
okay to use.

However, TBBPA IS a bromide, so it will not comply
with halogen-free.  Being lead-free does not guarantee
RoHS-compliance.  Neither lead-free nor
RoHS-compliance guarantee being halogen-free.

Also, I talked with a PCB supplier recently and they
said that years ago some of the inks used in yellow
and red silkscreens contained cadmium.  He also said
that all of the U.S. board houses he was aware of had
moved to non-cadmium based inks but he had heard
rumors that some of the Asian board houses might still
use cadmium inks.
