You can download the PADS application Demo from Mentor Graphics and view the file in "Demo" mode without a license.

I just received a board design that was done in PADS (.PCB file).  I have
not been
able to find a free viewer that I can open up the design in.  Does anyone
know of
a good free viewer I could use?  I need to get the netlist with X/Y, and
any drawings
out of the CAD file I can get.  Thank you.
