Maybe the feather is denoting that the PCB is made of chicken feathers:

I've seen PCB's with a feather in the PCB art, but also the letters "PB" in
a circle with the diagonal line. As far as I know there is not a standard
yet and some individual companies use their own markings. Also some
companies use different colors of solder resist (red or bleu in stead of
green)to make their own product recogniseable. It would be great if there
were some standardizations on short term for we're running out of time.
