There is no standard.
The protocol is defined by the customer supplier agreement. I have seen
this agreement range from bare board cost only to total cost of
assembled board including labor. The extent of the liability is the
responsibility of the customer's Purchasing Organization.

Is there an industry standard on who is responsible for the scrapped
material from a PCB assembly that has been populated, but later
discovered
that the bare PCB had a defect.?
Several panels were bad, but they were located in the middle of a stack
of
panels. Do others go after the board house for liability, split the
cost,
or eat the total cost yourself?
