Not good. I would question their QA department accuracy and your receiving
inspection as well as every person that touched the board after arrival for
not noticing the defect. We just had the same thing happen here and yes they
took them back to get scored, ruined them beyond belief and had to buy them
from us. Bare board houses typically do not know how to handle a loaded
board or even have any ESD precautions available to them.

Thanks for the feedback so far.  The defect in this case was the board house
forgot to score several panels.  It was not the complete panel, and they
offered to take the panels back (now populated), and repair.  The only issue
is all the extra handling of the boards.  I don't doubt they could fix them,
but I did not want to take a chance of someone mis-handling them and
damaging components, especially ceramic capacitors.  Am I being to picky in
this case?

What was the bareboard defect? Issue them a corrective action request.
Salvage what components you can, then bill the PCB house for the value added
components that could not be salvaged, then find a new supplier that spells
out this type of scenario up front.

Hi,

Is there an industry standard on who is responsible for the scrapped
material from a PCB assembly that has been populated, but later discovered
that the bare PCB had a defect.?
Several panels were bad, but they were located in the middle of a stack of
panels.  Do others go after the board house for liability, split the cost,
or eat the total cost yourself?
