The Bush administration yesterday pledged $15 million to Asian nations hit by a tsunami that has killed more than 40,000 people, although the United Nations' humanitarian-aid chief called the donation "stingy."
The war on terror will take center stage at next month's second inauguration for President Bush in Washington, D.C.
The estimated budget for the event is $30-40 million, but that will not cover security costs.

Yes, it would be great if it would have been possible to evacuate the thousands of people who were in harms way.
But if my mapping skills are correct, the distance from the quake to Aceh was only 100 to 300 miles, the distance to Sri Lanka around 1000 miles and to East Africa around 3000 miles. I assume that it takes a little time to detect the quake, to calculate its magnitude and to realize its possible impact, say 15 minutes? Then you have to find a phone number to call in these various locations, starting with Aceh, where there is a civil war going on too, and so on, and so on. And forget about the effort it takes to convince someone that a 30ft wave is coming.
Before you know it, the waves are hitting before the warning reaches anybody, especially with the tsunami waves traveling at 300 to 600 mph.
With the present communication and information distribution system very few people could have been saved in SE Asia, maybe some in East Africa, regardless how much information was available at USGS, Nasa or Noaa (http://www.noaanews.noaa.gov/stories2004/s2357.htm).
It's hard to blame anyone person or group.
But maybe it is time for countries with coastal areas to arrange a useful communication system.
(India: coastline: 7000km!!! Ouch.)
A person on the Oregon coast asked why so many people are so dumb to live so near the coast and then noted that almost half of all people live near a coast!

Forgot give you USGS URL. The US system had a clear image of the tsunami hours before the flood reached Indonesia...with computers and all communication systems we have, I can't understand why a warning wasn't send.
Would take a few minutes for USGS to call Radio and Television stations in Indonesia and ask them to make a break and tell people what was coming.

It's time for tsunami warning systems to be set up. The technology has existed for years, the US have a system on trial, but ought to be global standard...
