We have put  some ESD shoes to test as well and it has been successful,
there are some testers that you can buy and can be calibrated to your
specifications.
We currently have approved these shoes and hopefully some times soon we
will be purchasing them.
I was using this particular shoes for about a year and didn't fail once and
testing them 4 times daily.

If you need more info on the tester, please don't hesitate or you can use
the site www.allspec.com and the tester called CT8900 it is still 100M but
so far we had no problem testing our ESD shoes with it.
