David,
VOCs are there as carrier solvents.  Most liquid fluxes have a variety of
different VOCs in them of differing molecular weights so that they
volatilize at progressively later points in the reflow process.  If your
reflow profile is optimized, they should all be gone well before the solder
liquidus point.  If not, you can have problems.

Dear Technetters,

VOCs (Volatile Organic Compounds) are part of many fluxes, but how do they
affect the wetting process, or do they burn off for the most part during
the
soldering process?
