I have not read all of the responses to this topic but I will give you an
opinion from someone that has been building product that has used both
technologies for many, many years.

Via-in-Pad by definition is a via (typically 8-10 mils) drilled into a SMT
attachment pad.  This is usually done in discretes down to 0805's.  I don't
recommend any smaller.  You can also place them is SOIC, SOJ, SOT, etc.  No
fine pitch.

Via-on-Pad is what I would term as a Blind-Via-in-Pad.  This would be a
blind via that is in any pad it will fit in.  Since solder drain is not an
issue you can place it in micro-discretes and fine pitch devices as well.

Sorry, but I don't have a good way to provide any cross-sections as examples
but it is not a difficult concept to visualize.

I have not seen any example of via-in-pad and via-on-pad yet. So I am not
sure if I can determine which one is via-on-pad and the other is via-in-pad
because I can not imagine.
Do they have differences because of design, manufacture, or assemly?

Fom a designer point of view, there is no difference.
It is just a naming thing.

If the via is on a pad, it's in it.

I love 'em because they reduce layers and open up
channels for routing signals.
