Apart from asking the obvious question - why? - I would only wish to make
the following observation for the benefit of other Techies:

You ask about "meeting the requirements of the MIL-Spec". Please note that
products are either qualified to the MIL Spec or they are not. As it costs a
good deal to "qualify" materials via independent labs., it is hurtful when
others use the term "meets".

Of course with IPC-CC-830B, the manufacturer of the coating does
self-certification and you as the user should ask them for copies of all
their test data....not everyone is as honest as we are. :-0
