Ken,

there are 3 major aspects:
*       the eventual reduction of the cycle time (because of reduced loading
time). This is 100% dependent of the equipment you use. If you can calculate
the cycle time for 1, you should be able to calculate it for a 3-up. Also,
you have to see here how many x-outs you will get from the PCB supplier
(function of the complexity of the board and how much you want to pay - not
always the lowset bidder is the cheapest). More x-outs, lower the
productivity.
*       the reduction or increase of the price of the PCB. This depends on
how the panel can be done, will you need breakaways or not, will you use
V-scoring or routing, etc. Talk to your PCB fab, have them do the
panelization and then validate it with your manufacturing engineers, some of
the panels are hard to assemble.
*       the production batch size. Low volume, hard to believe that you lot
size will be multiple of 3, therefore you end up with scrap. High volume,
doesn't really matter.
