Looks like fossilized technology to me.

It's one of those "fly-by-wire" designs.

Subject: [TN] Strange Soldermask Defect...

Hi All!

Well, I've run across some strange problems in my time, but this one is a
new one to me.

I was on the production floor just after lunch, close by one of our final
inspectors looking at something under her microscope, when I hear her say;
"What the heck is this?" then I hear this big; "EWWWWWW!" from her...

"Steve! Steve! You gotta' look at this!" she says to me. I pull up a chair
and peer into the microscope, and I have to say, I've never, ever seen this
before.

Take a look at:

and

What should I do? Should I send this to a lab or something? I don't know
what to tell my inspectors, much less explain this to our customer...this
really tops my list as one of the strangest defects I have ever seen.
