Obviously this would have been an early Windows operating system.  The
throttle wheels are a prototype mouse for cursor control, one wheel for X,
the other for Y.

I went to the Snopes website and saw the picture...I didn't have to read a
thing to know what it was. Looks just like the maneuvering room control
panels on the boat I was on. (SSBN642).
Steam plant control panel (throttles, etc.) on the left, Reactor plant
control panel (control rod shim switch, power indicators, etc.) in the
center, and Electric Plant control panel on the right. The throttles don't
look like something you'd imagine a computer having. The larger wheel is the
forward throttle, and the smaller the back (reverse) throttle. It's 50s
technology, but it was in use 'til the 90s.
