Double-sided PWA assembly in one pass can be done as follows:
Plate up the pads to give enough solder for good joints.
Paint the pads with SA flux residue concentrate.
Place the parts- the molasses-like flux concentrate will hold them in place.
Run through one pass in vapor phase soldering unit using a heat seeking
elevator to achieve the desired soldering profile.
Wash with appropriate cleaning agent.

Sound impossible? Done by Westinghouse using 20 mil pitch parts to give the
best solder joints seen in the VHSIC program (1984). A year later work was
repeated with same success using 17 mil pitch parts.

You might try this approach and eliminate the glue problems.
