I would look at making sure the materials contacting the external cap
layers are not influencing the movement of the rigid material during
lamination.  For example a duofoil sheet tends to hold the oxide finish
of that cores foil and prevent the core from moving as predicted - this
may cause unique issues around the panel that could show the issues that
you are describing.  This coupled with the relieved areas of rigid that
are part of the package can produce some odd registration issues.  I
this makes sense to the condition that you are seeing, I will suggest
developing a clutch system between the separator materials and the oxide
foils of the core to allow for freedom of movement when the stress is
released above the c-stage Tg.  B-stage can be used to provide the
clutch effect needed.

These panels have cap lam construction and rigid layers are outside
layers, all flex are inside.

The panel sizes vary from 12x18 to 18x24, 12 to 16 layer board having 4
to 5 flex cores (0.002" 1oz/1oz or 0.002" 2oz/2oz), panel thickness is
from 0.090" to 0.133".  The layers are laminated using 4-slot toolings.

Hello Technetters,
 
Lately I have been having this problem with some rigid-flex panels:
 
X-ray after drill shows good registration on coupons (which are located
at each corner and along the edges) but bad registration inside the
panels (from small annular rings to breakouts).  
* Everything on a layer is scaled from the center of the layer.  
* Layer to layer registration is good.  Inside the panel, however,
registration is good on the lower left corner but starts getting bad
towards the right and top of the panel making it look like drill is
scaled from the lower left corner.  Drill operator confirms that drill
is scaled from the center not the corner.
 
I can't explain how this problem happened and would appreciate any help.
