Suggest you recheck with Nelco on the Y-axis CTE.  It appears to me that the value should be around 14.9 not 4.9.  I don't know of any epoxy based laminate with conventionally reinforced glass fabric that has such a low in-plane CTE.  If 4.9 were valid, it would have changed all of our developmental efforts back in the late 80's when LCCC were touted the next BIG deal, and we suppliers were assigned the responsibility to develop laminates to resolve the ceramic-vs-laminate mismatch (from which came exotics like quartz, aramid, etc reinforcements, and compliant layer substrates, and CIC metal cores.)

I received the information I need direct from Nelco; and I want to share it.
 N4000-13

X axis CTE (-40 to +125C.)
 16.9 ppm/°C

Y axis CTE (-40 to +125C.)
 4.9 ppm/°C

Z axis CTE (below Tg)
 69ppm/°C

Z axis CTE (above Tg)
 283ppm/°C

What is interesting is the large anisotropy between x and y. That sure makes 
an alternating lay-up scheme important.
