Given that information, the assemblers I work with would be likely to install that LED the wrong way around.
They would not be able to be told off if they had done so as they fit it according to the picture.

With the PCB as shown & the edge at the top, needing the Cathode on the right, using that picture, showing the cathode on the left, they would install the LED with the cathode on the left.

Unfortunately, we have to design & draw to enable tame monkeys to be able to copy what we say. Any thoughts on reversing a picture in your head are confusing.

Unfortunately PCB assemblers, although many are well trained etc, newbies & those that have no idea what electronics is all about are only capable of following pictures.

That picture shows the Cathode on the Left.

P.S. I do not want to have a go at or knock the abilities of the PCB assemblers, for the most they are wonderful people who are excellent at their job. 
(There, that should prevent any handbag's at dawn now :-)

Steve,

Given that information I would install the led as shown. You should get
rid of the square pad. That only adds to confusion factor.

Being picky but...

The illustration that you made may be better off being mirrored so that
it appears the same way around that the LED is on the board, Cathode to
the Right.

Also your illustration shows a square pad for the Anode, this is not
found on the PCB?
